have prohibited export of Hessian cloth and bags except to

United Kingdom. Licences will be issued freely for export

to North America, South America, Egypt, Honolulu, Austra-

lasia and Africa in every case up to normal quantity of

export. In order to facilitate issue of licences for ex)) =

Government; if you agree communicate with Government of

India as to conditions under which licences may be granted

for export from Hongkong.
